Admitted to the Bar in1989. Member of the Rome Bar Association.
Admitted to practice also before the Corte di Cassazione (Italian Supreme Court) and other higher Courts.
He carries out his professional activity in the field of administrative and civil law, with particular focus in the field of public procurement.
In 1991-1992 he has served as head of the Legal Department of a Consortium which had an agreement with the Public Administration for the implementation of the reconstruction program of the areas damaged by the earthquake of 1980/81 (Law 219/81).
In 1992-1993 he has been in charge of the Legal Department of another Consortium, which had an agreement with the Public Administration for the implementation of the modernisation program of the railway lines under concession (Law 910/86).
Since 1994 he has been a full-time professional in the field of public contracts.
Within his field, he has a significant experience in every execution phase of public and private work, both from the employer’s and contractor's point of view (providing both out-of-court and judicial consultancy and assistance).
He is experienced in the evaluation of construction companies claims, also in view of credit or shares assignments or admission to insolvency proceedings.
On several occasions he has served as chairman or member of the commissions for the amicable settlement of claims related to public work.
In the sector of public contracts, in favour of public and private employers and companies he provides  consultancy and assistance in the execution of contracts, concessions and awarding of contracts in project financing, in many areas (road and motorway works, railway and underground work, hospital work, aqueduct work), dealing with the peculiar issues related to these different sectors. He provides judicial assistance before both administrative courts, in relation to tender procedures, and civil courts in relation to the execution phase of contracts.

Qualifications

Graduated in Law at Rome University “La Sapienza".
At the same University he obtained a post graduate degree in Trade Union, Labour and Social Security Law.
