Admitted to the Bar in 1969. Member of the Rome Bar Association.
He has achieved a significant experience in the field of public contracts and corporate law, assisting the most important Italian company groups in out-of-court and judicial procedures. Namely, he performed consultancy and assistance services, taking care, under any profile involved, including conception thereof, of the most important public work implementation programs and strategic infrastructures in Italy, thus acquiring a significant experience and knowledge in the field of business organisation, consortia and corporate instruments and related financial aspects. In particular, he has designed, organised and led, amongst the others, legal services for implementation of the first aid to the population of the earthquake in Campania and Calabria regions, safeguard of Venice against high water, new offices for the Arma dei Carabinieri, extraordinary interventions against world starvation; ports system in the South of Italy and General Plan for Sea and Coast Safeguard; safeguard of the cultural heritage in Matera, Napoli, Spoleto, Ostia, Roma, Todi,; restructuring of railway lines.
In the implementation of these programs and public contracts he has achieved a consolidated and significant specialisation in out-of-court and judicial disputes resolution, assisting public and private employers and companies in civil and administrative litigation and in arbitration proceedings.
On numerous occasions he has served as arbitrator in disputes concerning public work.
The above experience has been utilised in the regulatory reorganisation of the relevant sectors, also with regard to private economic operators following nationalisation of public companies.
He has cooperated in the field of Antitrust proceedings, with specific reference to advertising of fixed and mobile telephone main operators as well as in the field of mobile telephone services.
He is legal advisor of major Italian groups and of some important foreign groups.
He has incorporated and managed several service companies in the public work sector, with many offices and legal experts throughout the Country.

Graduated in Law at Rome University “La Sapienza”.

Scientific Profile

He has published, with Vittorio Giordano, the book “Price revision in public work contracts” – Rome 1974.
Founder in 1976 of the review “Archivio Giuridico delle Opere Pubbliche”.
Founder and Director of the Institute for Research and Studies in public work and the structure of the territory - CHORA and coordinator of on-line books of information and documentation on European Union activity and legislation.
Furthermore, in the aforementioned qualities of founder and director of specialised institutes and journals, he has organised numerous conferences and seminars in the field of public work.
He is the author of many publications concerning to public contracts and to the connected environmental issues.ale.
